IDE 11 - print debugging macro missing from toolbox and not working

I upgraded from 10 to 11 but the print debugging (toggle) features do not work and are also missing from the toolbox. How can I fix this?

When I select a line and control-click in the margin nothing happens

I noticed the following in the bug list. Is it related to my problem?

Print Debugging tools aren’t imported to upgraded profiles #2760

note on workaround

I copied the macros over from another computer where the upgrade install worked. It works fine now. I don’t know what caused the install failure.

That bug only affected the nightly builds of 11, not the final stable builds. That said if you cannot reproduce the issue there isn’t much we can do :\
