How to change side panel arrow color?

Looks looks like the subject and screenshot will be enough.

I saw this topic, is this right? May be something was already changed?

For the expand/collapse colors you can use Tools > Color Scheme Editor.

Thank you fot the links.
Finaly I opened the arrows in Photoshop, inverted the color, moved them 2px down for perfect aligning and said Ok. Sometimes the methods from stone age are the most functional.
